fix(plugin): restore bundled plugin version 0.1.16

Summary

• Restore the bundled Codex Security plugin to version 0.1.16 in its public manifest and SDK version constant.
• Undo the downgrade introduced when PR chore(plugin): bump bundled plugin version to 0.1.15 #279 merged after PR chore(plugin): sync bundled Codex Security plugin to 0.1.16 #281.
• Keep this change limited to the two externally owned version surfaces; the SDK package version is unchanged.

Verification

• pnpm dlx bun@1.3.13 test --timeout 30000 ./tests-ts/cli.test.ts (127 passed; 1,826 assertions)
• pnpm run types
• pnpm exec prettier --check src/version.ts _bundled_plugin/.codex-plugin/plugin.json
