What changed

  • Restrict pull requests targeting codex to normal merge commits.
  • Restrict pull requests targeting meta to rebase merges.
  • Add a separate, bypass-free linear-history ruleset for meta and protect its checked-in recipe from topic branches.
  • Document the branch-specific policy and extend the controller regressions.

Why

codex needs explicit integration commits, while the controller branch and its generated state must remain linear. Repository-wide merge settings cannot express both policies.

Verification

  • Full t/t9905-codex-branch.sh suite: 42/42 passed.
  • Live effective rules already verified: codex merge-only, meta rebase-only, and bypass-free linear history on meta.
