  I created this PR to fix the failing GitHub Actions.## Description
  This PR addresses the issue of the GitHub Actions workflow failing due to bad credentials. The problem was traced back to the GITHUB_TOKEN used in the workflow. The token was either missing or invalid, causing the dessant/lock-threads@v4 action to fail.

Summary of Changes

• Modified the .github/workflows/link-pr.yml file to ensure the correct GITHUB_TOKEN is being used.
• Checked if the token is present in the GitHub secrets. If not, instructions were added to generate a new token and add it to the secrets.
• If the token is present but invalid or does not have the necessary permissions, instructions were added to generate a new token with the correct permissions and replace the old one in the secrets.
• Ensured that the token has the necessary permissions to perform the actions required by the workflow. This includes permissions to read and write to issues, pull requests, and repository metadata.

These changes should resolve the issue and allow the GitHub Actions workflow to run successfully.
