intelliaide: add skill metadata, OWNERS, config, and README

Summary

• Add intelliaide/OWNERS for Prow auto-review assignment
• Add intelliaide/README.md documenting the RCA pipeline and dependencies
• Add YAML frontmatter to SKILL.md (name + description for skill discovery)
• Simplify config.json — remove oc-cp-related fields (now PVC-based)
• Update SKILL.md step 1 to reflect PVC-mounted data (no manual oc cp)

Test Plan

• Verified IntelliAide skill triggers correctly with PVC-based data source
• Confirmed config.json keys are consistent with extract_cluster.py
• Tested Proposal CR with dataSource field referencing PVC
