[18.0-fr1] Build openstack-watcher container#247

This pull request: * Builds OpenStack Watcher containers * Add python-watcherclient package to openstackclient container * Add openstack-watcher-ui package to horizon container Note: python-watcherclient and openstack-watcher-ui is not available in downstream currently. It is available in CentOS Stream with RDO antelope release. That's why we have added these packages under tcib_distro conditional to avoid breakage downstream. The jira is tageted for FR2, so we don't need to backport to 18.0-fr1. We'll branch from main for FR2. |

If it's already backported downstream and nothing from 180-fr1 is going into downstream anymore, we may not need to do this I guess. But either way for the jobs to be green in 18.0-fr1, we would need #251 first. |
I think it may be good for consistency, but if you prefer to keep it as downstream-only, let me know, no problem from me. |
