The jira is tageted for FR2, so we don't need to backport to 18.0-fr1. We'll branch from main for FR2.

If it's already backported downstream and nothing from 180-fr1 is going into downstream anymore, we may not need to do this I guess. But either way for the jobs to be green in 18.0-fr1, we would need #251 first.
