Datum improvements for TICON stations

• Always use full nodal cycle for datum synthesis, regardless of station epoch
• Use precise nodal cycle of 18.6130 years
• Updates lunar day to be based on speed of M2 constituent, fixing drift in previous calculations
• Adds HAT
