Update Installer: Support for file resume

Description:

Since the compiler etc are large ~200 mb if the connection is unstable and it disconnects before finishing the download; restarting doesn't help as it will disconnect again.

Thx @swoboda1337 for the esp_install PR pioarduino/esp_install#11
