Added a bunch of networks w permanent broadband stations in US, Canada and Caribbean in case ShakeAlert is curious to expand. Only judiciously adding stations for measurement calculation for now.

Changes look fine to me, although the build doesn't run. Looks like we need to update the requirements. @kyla-m, should we go through all of the Dependabot suggestions? |
