removed RPC timeout increase since the increase to `15000` is actually a decrease from the current defaults which are `30000` double what this was instructing to increase to instead of the old default of `10000`

Update the seeds in the tutorial Zero-to-Node.
Seeds in the tutorial page for Pokt Configuration are outdated, I updated the seeds to the current seeds.
