Set up R/RStudio on GCP

Since many members of the Analysis team will be using R/RStudio, it'd be good to figure out an efficient way to set those up on GCP.

The first walkthrough above worked fine after a couple tweaks.
Basically spin up a VM, add a firewall rule, install R, RStudio Server and their dependencies, add user and that's all.
Bucket mounting with gcsfuse also works nicely, though need to figure out some permissions.
Nice GCP learning exercise overall.
