Add Ubuntu 26.04 (resolute) to dev versions of package-manager (both preview and daily streams). Add amd64/arm64 platforms for Ubuntu 26.04 Posit packages are now published for resolute, so the codename override (which was pointing at noble/24.04) is no longer needed. Also re-rendered 26.04 files with updated bakery to pick up the Acquire::Retries apt config that was missing from the initial render.
Ubuntu 26.04 support is only for the latest version (2026.05).
