StringExtensionToConfigBuilderRectorhas carriedDeprecatedInterfaceand thrown onrefactor()since 2025-10-24 - 9 months. It is not part of any set, has no tests left, and has no references anywhere in the repo.Same treatment as the deprecated rules removed in rectorphp/rector-phpunit#742 and rectorphp/rector-phpunit#743.
PHPStan and ECS pass on the removal. The one PHPUnit failure and the 8 class-leak hits on this branch are pre-existing on
main- both reproduce with the rule still in place.
