Superseded by #209, which carries the llama-cpp-2 0.1.151 update plus the required process-wide test backend singleton, regression coverage, and ADR. The replacement passed the complete policy, frontend, search, security, performance, CodeQL, and Rust backend health gates and merged cleanly.
