Saving overall ~30min (depending if caches are hit or not) on each workflow run of tests.yaml thanks to this change.

Splitting the functional test execution and the ci images build in multiple jobs to save time.
Fix a misconfiguration of the yarn cache saving us from flakiness re-downloading the dependencies and 2min30sec on each yarn install.
Start building on development branch to index code coverage on default branch and provide better insight on PRs.
