Update for R 3.5.0 and Julia 0.6.3

  • Update to R 3.5.0
  • Support Julia 0.6.3

As of 2.4.1 we're no longer including 32-bit R files. BERT uses 64-bit R even if you use 32-bit Excel, so this should be safe for all installations, and makes the installers smaller.

Julia 0.6.3 would work in older versions of BERT, as long as you set the home directory. This version checks automatically for installed versions.
