Changes

This change removes the remaining artifacts that are specific to the website's old Hugo implementation. Updates include removing the Ruby and Golang dependencies of the project.

This change removes the remaining artifacts that are specific to the
website's old Hugo implementation. Updates include removing the Ruby

We use the [Hugo](https://gohugo.io) framework to generate the website content, which supports
