Introduce MAGG_KIT_CHANGES_ONLY to restrict exposed tools to kit management only. When enabled, only load_kit, unload_kit, list_kits, and kit_info are available. Also viewing of current servers and their state is available. All other management tools are disabled to prevent server config modifications. (Created with coding assistance)
