Sync build with @skirtle/create-vue-lib@0.1.5

[skirtles-code]

This shouldn't affect the built files, only the build process.

Dependencies have also been updated.

Some notable changes:

• pkg.pr.new is now enabled.
• Publishing to the npm registry can now be done via a GitHub Action.
• "noUncheckedIndexedAccess": false needed adding to tsconfig.vitest.json to avoid potentially undefined values failing type checking in the tests.
