Update Tiingo EA framework to 2.13 & flag insensitive config vars explicitly

Steps to Test

1. Deploy to staging
2. EA responses should continue to match existing EA
3. Config vars should be masked or visible as expected

Quality Assurance

• The branch naming follows git flow (feature/x, chore/x, release/x, hotfix/x, fix/x) or is created from Jira.
