A fresh build of the docker container currently fails at the
RUN apt-get update -yq ...step because the mirrors for Buster have been archived.This updates the image to use Trixie which has LTS support through 2030-06.
Python 3.8 is also EOL, so no newer Debian images offer it. I chose 3.14 since it is supported through 2030-10.
Last tweak, also made build_docker.sh and build_presets.sh executable to match the mode of the other build scripts, otherwise the build process fails when executing those files.
I tested that this builds successfully, patch applies successfully with Floating IPS, and patched ROM file runs as expected.
Happy to make any changes to address concerns.
