fix(sinan): use the schedule to prevent concurrent SINAN dag runs

• minor fix on extract task (xcom datatype)
• use schedule instead of start_date to prevent all dags running at same time
• set dagrun_timeout to 1h30, preventing dags of keep trying to insert after a container break

• set postgres container as dependency for superset's and airflow's containers
