We don’t have “deleted registrations” - I assume you mean “rejected.” If so, the difference between cancelled and rejected is that people with a cancelled status can register again, while those on the rejected list cannot.
The rejected status is rarely used. The only use case that comes to mind is when someone is banned and delegates are instructed to change their status to rejected.

My understanding is that this is for competitors who must not compete (e.g. banned or anonymized competitors) as well as duplicate registrations. I'll ask the WCAT for more clarity.
