Whilst it isn't on CTAN just yet, the release is available at https://download.gnu.org.ua/pub/releases/newcm/.
Take note of the change in licensing. The fonts are being moved to GPLv3 or later with the font exception and a new (to the best of my knowledge) Distribution Exception:
Only the NewCM10-Regular font is licensed under this at the moment, but all the fonts will be moved under this license in the future.
