feat: consume environment services from confimap

Changes the remote-controller to retrieve information about the services in an environment from a saved configmap. This will require changes for a few components before it can be rolled out

I'm going to change this to be backwards compatible too. Will change to prefer configmap if present, and if not, fall back to previous behaviour.
