Guard against physical locs in outdated library tpls

The paths relation in tpls generated by the previous checker version contain physical locations. These can cause trouble in the newest version of the checker. Therefore a guard is now builtin that checks this and converts when needed.

Maybe, we should bump the tpl version number.
