Adds a GitHub Actions workflow that triggers a Cyclops security audit when the
cyclopslabel is added to a PR.Gate: Only repo admins can trigger — the workflow checks the sender's repo permission via the GitHub API before dispatching.
Requires:
EVENTS_KEY,EVENTS_CERT, andEVENTS_ARGSsecrets configured in the wevm org (or repo-level).
