Add cgroup resource/partition entry and associated explanation to the libvirt XML. Change IOS-XR to IOS XR throughout.

Makes the following changes to the LXC tutorial:
Note that I'm not as familiar with the custom syntax used in these files - GitHub doesn't render the notice/warning blocks in preview mode so I'm not 100% certain I've added the warnings inside the notice block correctly.
