Added Vanniktech Maven-Publishing plugin to handle migration to Maven Central. Tried to use `maven-publishing` library, but it doesn't perform necessary webhooks yet.

Hmm. Trying to understand why my publishing task is getting skipped with here I was able to run this locally but seems to be always skipping on CI 🤔 anyone know why? |

add --no-build-cache --rerun-tasks to force it to run on CI? @xxfast

I think the correct task to run here would be ./gradlew publishAllToMavenCentral and not publishAllPublicationsToMavenCentralRepository
