ci: update actions for Node 24

Summary

• update actions/checkout to v5 for Node 24 support
• replace actions-rs/toolchain and actions-rs/cargo with rustup/cargo shell commands
• keep the existing CI commands equivalent: check, test --all-features, fmt, and clippy
