What do we need to do first to get this state started?

Significance

Different enough that it is good for testing our pipeline. Very big dataset. Doesn't use census geographies to draw precincts.

Who do we need to contact?

Statewide organizations who have already been collecting this information.

Existing data? Partners?

LA Times has this repo and Sacramento County has this one.
FEST has prepared a shapefile with 2016 elections matched, but it is missing some geographies.
