Summary
Isolates the static provisioner backend slice: static env parsing/validation, DB handle export, static worker reservation/provisioning logic, and provisioner tests.
The static attach-security tests are intentionally kept out of this PR and covered by the stacked follow-up PR #1894, so this branch remains independently passing.
