Summary: Serve script bundle from cloud proxy image for air gapped installs
The air gapped deployment instructions explain to override a browser's local storage to identify where a script bundle is. This serves the bundle from the cloud-proxy image to ease deployment for the air gapped option.
This required fixing #2247 and needs to be rebased once that is merged.
